The kmods are built as a part of the Red Hat kmod packaging (#6986) at https://github.com/ceph/ceph-kmod-rpm
Specifically, the build instructions are in the generate-ceph-tarball script and the ceph-kmod.spec.in file. See the %build section in particular.
